(Text/Yiming from Observer Network) On July 15, the Korean Communication Commission (KCC) announced that TikTok would be punished, because it collected data of children under 14 without the consent of their parents and transferred the user's personal data overseas without notice, and the total fine was 186 million Korean won (about 1086000 yuan for the people).
This amount is equivalent to 3% of TikTok's annual sales in Korea.
According to KCC, from May 31, 2017 to December 6, last year, Tiktok International collected at least 6700 personal information of children under 14 years old, and the Korean Broadcasting and Communications Commission has cleared these accounts.
The Korean media said that even though TikTok had the information to send out the privacy policy and it did not provide services for children under 14, it could still confirm that the verification process was skipped by directly entering the birth date under 14 at the member registration stage.
Since October last year, the Korean Communication Commission has carried out an investigation on TikTok related personal information processing and operation matters.
According to the current laws and regulations of South Korea, when transferring personal information to foreign countries, users must be informed and approved through personal information processing policies.
However, TikTok ignored this process and did not notify what needs to be informed when transferring personal information abroad.
Because it entrusted the personal information of Korean users to cloud service providers such as the United States and Singapore.
The Korean media said that TikTok had said that it would immediately stop violating the rules and formulate countermeasures to prevent recurrence, including regular training for personal information protection personnel and business personnel.
TikTok also planned to submit the implementation results of the order within one month from the date of receiving the processing notice.
It is worth noting that the United States has repeatedly accused TikTok of collecting sensitive personal information from users and their devices.
Last February, the United States fined TikTok $5.7 million for illegally collecting children's data.
The United States also claimed that it might follow India's lead in blocking TikTok.
According to the data of Wiseapp, a Korean application analysis company, TikTok had 3.4 million users in South Korea last December.
Since its launch in South Korea in 2017, TikTok has been widely popular among young people and used by many Korean pop music groups and artists.
According to the data of Sensor Tower, another research company, as of the first quarter of this year, TikTok had downloaded more than 2 billion times worldwide.
